For local (I assume you mean Australian) producers, try mp3.com.au, under the 'Hardcore Techno' (I think) genre. You'll find some hardcore artists there.

You can't talk about downloading mp3 rips of cd's or vinyl rips, but if its your own tune, and you're willing to let people download it, it's fine.
