These are all made by the same person, he charges avex 1000 dollars for the entire album :)

There are 8 labels Avex pulls from in Italy:
Sunfire
Hi-NRG Attack
Go Go's Music
SinclaireStyle
BoomBoomBeat/Asia (under Saifiam)
Delta
Dima
SCP

All consisting of different producers for each label.

They must have expanded out, it used to be just one guy years ago. He had an exclusive contract and avex wouldn't even consider any other material

"Dave Rodgers"? He ran the most successful record label that dominated the series in the 1990s, A-Beat C Records. When Beat Freak owned the series, it was mostly Time Records' material. Avex bought the title rights and contracted "Dave Rogers" which opened the series to having A-Beat C & material (Time Records rejoined shortly after). In 1996, Delta Records was added to the series, and until 2004, it was just those 3 labels on the main Super Eurobeat CDs. Avex's side label, Cutting-Edge, released the Eurobeat Flash/Euromach albums, which consisted of Time Records & Hi-NRG Attack, Vibration Records, BoomBoomBeat, Double Records(Which became SCP).

I would look for the non-stop mixes (don't expect the mixing to be like that as a HHC mix would be). They consist of tracks that are featured on the Full length releases prior to the Non-stop mix. Also, there is always a "Best of (insert year)" release, and I started off collecting those first. It's an expensive genre since it's solely only sold as a "Japanese novelty". You can find cheaper albums on ebay & the American Amazon.
