First, the synth I'm talking about is like a supersaw-ish nasal-sounding PWM (that's the best way I can describe it :p). Anyone know how it was created? It seems like it's everywhere in late 90's hardcore.

The closest I've gotten to making a similar synth has been by taking envelopes affecting oscillator pitch off of hoover patches. I did that on the Computer Music Genesis synth and used in a couple of my tracks. In Z3ta 2 I also found some interesting sounding hoover's which at closer look revealed to have drastic EQ applied (which explained the nasal quality). One more thing I do is experiment with patches and if I get something I like, I sample that, thus giving me a one-shot stab which I then re-import into a sampler.
As for the "boing" sound. I always thought it was some kind of vocal sound. no idea from where, though.

Probably an Alpha Juno (so as you said, PWM-heavy. The same sound could be achieved with a lot of synths) sampled and very harsh EQ applied in the mid range. The first of the 2 examples is also timestretched. In both cases they are sampled synths rather than actual synths used and most of the characteristics come from EQ and such applied after.

I would highly recommend the Redominator VSTi by Audiorealism. It's the best Juno emulation I've found personally and comes with many classic hardcore sounding presets to get ya started :)

to answer the first question I think Stu said there were quite a few old skool hoovers/stabs etc on this one:
that were used by the likes of slipmatt etc?
