What makes breakbeat hardcore itself, and not Drum & Bass? I've found some identifiers like various synths often used in hardcore but not often used in D&B, and so on, but I'm not 100% confident about where the line is drawn.

Definitely the kicks, as it'll be much punchier and harder than the ones used in Drum & Bass. And possibly the melodies used tend to have much of a happier feel and more musical than Drum & Bass too.
