It's basically the fifa award for the best goal of the year, they have narrowed it down to a shortlist of 10 goals (which should signify the quality of these goals seeing as there's thousands scored every year)
Just thought i'd post the minisite thing here because some of these goals are absolutely amazing.

Why is the whole of the uk outraged by this comment then?

I can't even see where you're coming from tbh, it's blatantly offensive. Even if it wasn't offensive then it goes against fifa's 'no exception' policy on racism anyway.
