hmm, it doesnt mean they are vegetables - it just means they come under the "vegetables" category on the school health list, much in the same way as we have a "1 of your 5 a day" system here in the UK
a pizza would qualify as "one of your five a day" and would get a label too if it had enough tomato on it
they've taken that route because I suspect if they had to judge it on carb content it would be thrown under the schools "starch" category...and because it wouldnt meet those requirements it would be thrown off the menu completely
therefore - ignore the carb content, and look for somthing else which it has that would warrent keeping it on the school health rosta
after all, this isn't an every day thing - this is just refering to a school dinner health list as to what can and can't be on the menu..
