I'm running FL Studios 9 with a M-Audio Keyrig 49, and there is a really bad lag when I press the keys. Is there a way to calibrate my controller?

You might have to update your ASIO driver.
At home I use a yamaha psr-195 keyboard(nothing special besides having midi) and use asio4all as my driver in cubase. I get zero latency without any special soundcard.

I have an XPS laptop. I know Dell isn't very good but I would think being a computer built for gaming it would have a decent soundcard.

Probably decent for gaming standards yes but these kind of cards are for from ideal for production I'm afraid.
In the audio settings within FL what is your buffer set to? If you have pulled this far right to help with playback it will likely be causing most (if not all) of the latency. You may find you have to pull it down to write the music and push it back up during production.

i have had same problems with Asio..i use now Ableton live and select my soundcard.
