It dosn't have a name. It's literally just a reduction in pitch of everything but the vocals (like stopping a record).

Stuff all sounds cept vocals through Glitch, with tapestop on ;)

take what it is you want to slow to a hault and shove it in adobe audition and select "effects > time and pitch > pitch bender"
then there is a preset on there called like...wind down or somthing.. (without it here at work its hard to say!)
