Starts around 00:31.
Its really high pitch like noise, I've heard it on so many songs.. I ****ing love it!
So anyone know how to remake this noise?

If you use Reason there's a patch for Thor called "Gangsta lead 3" in the included soundbank. Sounds just like it. It's a single oscillator set to a saw wave with an LFO set to control the saws pitch through the modwheel which creates the vibrato sound you hear in this track.

It's a Theremin. Like Dain-Ja said it was used extensively in 90s gangsta rap Rusko would have used an emulation like this one:

It's a great sound and was used in all pop all through the 90s up until about 1999-2000 (although more subtly than in the Rap stuff). I can pretty much guarantee it's not a Theremin. Just a high pitched saw type thing with use of the modulation wheel.
