Do you have all updates for Cubase installed?
Have you configured Cubase to use your sound chipset properly? This is done by (in Cubase) and selecting Device Setup from the devices menu.
Do you have the latest drivers installed for everything (not just your sound chipset)? What sound chipset do you have anyway? You can check both of these by pressing winkey + r, typing dxdiag, pressing enter, then going to the Sound 1 tab.
Have you gone into the Device Manager and checked to see if Windows is reporting any problems with the sound chipset?
Are you running a pirate copy of Cubase?

Are you running windows 7 in 64 bit or 32?
from what I hear it will run fine on 32. I've been reading up on it myself as I use cubase studio 4 and want to make the jump to W7. unfortunately, no W7 drivers for my sound card yet.
