Hey mate, check out hardcoreproducer.org. There are some producers on here but it's not as dedicated to production as HP. As for "rules" on writing melodies, structure etc check Kev Willow's tutorials on Youtube for some tips.
Oh and you say you're a D&B / Dubstep producer, first of all why the hell would you want to switch from the to Hardcore and second...... can we hear some of your work please? :)

Easy way to get started:
Figure out a chord progression you like (1 chord per par across 4 bars or 8 bars if you want)
...each chord has 3 notes (but can have 2 or 4, whatever sounds good to you)
Decide on a rhythm pattern (ie 16th notes, 8th notes or a combination in a certain sequence)
Make something that sounds good using that sequence within the chord progression you decided on
...add extra notes or move notes currently in the riff you wrote to add interest (make sure it sounds good)
revise and repeat
or you can just use a keyboard and try stuff out till it sounds good, but I suck at playing the keyboard

i think the best and easyest way to do a hardcore melody is to start with the way styles n breeze do.i have done a video on utube on it.u basicly do the bottom part of ur melody on the same tone as ur base in the same pattern.and add high notes and sounds gr8 once u get into it

Yo Motiv,
I am in a similar boat, coming from a background of breakcore and electro. I really like happy hardcore, and have been writing some happy hardcore influenced stuff; demos of which are posted here:

I think a good way to understand a genre is to understand the cliches that define it.... here are some notes I've taken from previous conversations researching happy hardcore. I hope it helps you out! A really helpful way to learn is honestly just pick a song you like and try and copy it by ear.

from the get go it has been characterized by piano riffs, synth stabs and spacey sounding effects.
midway through the 90s it started to sound like circus music. (take fuèík's entrance of the gladiators speed it up and add a kick drum)
heavy use of roland juno 106, jp 8000, jupiter 4 & 8, 909, 303 & akai samplers
can't remember the yamaha keyboards
Let's not forget the Alpha Juno now; the main pillar of the Hardcore sound :P
nyway, in regards to cliches...
Commercial hardcore:
- Short intro (under 30 seconds)
- Stock VEC kicks (sometimes with an off-beat stock VEC kick reverb, although that's more common in hardstyle)
- Stock VEC percussion, with an off-beat clap reverb
- A simple off-beat bass out of something like Nexus (a different VST if you're lucky)
- A simple off-beat synth (the higher end for the bass) also out of something like Nexus (a different VST if you're lucky)
- Synth lead also out of something like Nexus (a different VST if you're lucky)
- Another synth out of a different VST, possibly just a sample
- Relatively simple melody
- Relatively basic breakdown in between the first release and second build-up (if there even is one).
- Rap/hip-hop vocal samples (typically from tunes from 90's)
- Some random cliche sample (i.e. "Ladies and gentlemen, I'm your DJ")
- Vocals almost always about love.
- Length generally from five to seven minutes.
- Long outro (around/over a minute)
