As far as I know, it hasn't been re-released globally since they made it US-only a couple years ago.
I'm addicted to Pandora, anyone else?

I'll check it out. I'm usually listening to other genres of music on Pandora (metalcore, etc).

Nope... but it is total BS, they can just pay US royalty rates for non US listeners and the labels would be totally fine with that BUT because US advertises don't care about non US traffic they made this up...

It's just a radio on the internet where you add an artist/song into it.
If it has the song (It has quite a few, actually) It'll play something that's similar to the song depending what song you put in (It goes off what exists in the song, like what type of elements is put into it, etc). It plays songs like what you put in, then you either rate them Thumbs Up or Thumbs Down. If you put Thumbs Up it'll play more songs like that, Thumbs Down it won't play that song ever again.

It's good for almost any genre except for House. If you listen to that, be prepared to hear every remix of Put Your Hands Up For Detroit.......in a row...

Exactly. Sometimes it'll get a little messed up. Example:
I make my first artist seed "Dougal and Gammer". It plays "Addiction". This song is described as having:
trance roots

rock influences

lyrics about alcohol and drugs
a rhythmic intro
epic buildup/breakdown

Now any other song that has similar descriptions will be played. This can be annoying because I'll want to listen to happy-hardcore, and trance or house might show up.
