A whole bunch of the cds i wanna buy off the website are completly sold out and i was wondering if anyone can vouch for the qualityof used cds purchased from the site???

Nobody will be able to tell you anything worthwhile about the quality of used cd's as it would depend on the individual vendor on amazon marketplace, much like buying something on the mighty bay.

i don't think that's entirely true...
i dunno how used stuff works on amazon (whether you buy from an indivudual or amazon itself), but there is the possibility of the bottom of the discs getting professionally re-surfaced.
it's something used CD/DVD shops do alot, in canada anyway...
i can't see that happening too often on ebay since you buy privately, but since amazon is trying to run a business, i have serious doubts that you'll be getting an unplayable cd. (unless it is from an individual and not amazon itself)
and in the rare case that you do, there's always the option of you personally going out and getting the bottom re-surfaced. bam! problem solved.
if you want the CDs, just buy em.
