Yes that would be illegal and breaking copyright laws in most countries, but you can get permission, you would have to contact the artists publisher firstly to get permissions to use the words or lyrics of the track and then you would have to get permission from the record label if you used any of their samples, which you probally are since this is a remix. It's not hard but it's not easy too.
Also because you didn't write the song yourself you are not entitled to recieve any publishing money.

in the last competition i entered (mtv competition back in 98 or 99) you simply weren't allowed to use any third party samples (as in sampled from a cd or acapellas etc)
is it a remix competition or song writing??
also silver,i have made a remix of a track and the acapella for it was on a sample cd which came with this magazine i bought a while ago. would this be illegal to use or do i still need permission to reproduce it?

If you use samples you will have to contact the publisher and the record label. I can't say how much it will cost because it's upto them. Sorry I don't know these people.

bear in mind that to get sample clearance they'd ask for royalties.
and they don't go by how much sample time is used,it's how the sample is used through a song. for example, if you borrowed a string pad for a breakdown you'd sample maybe 20 seconds or so. but if you sampled a 4 beat drumloop that's about 3 seconds long, but use it all the way through, they'll charge more even though less is borrowed, perhaps 75% or so. also some ppl won't let you have sample clearence unless you're making a profit.
one more thing to remember:
don't say you've used their sample for a song, say that YOU INTEND to use it and then ask permission
