Does anyone know if we should be going by the frequency response or the frequency cutoffs, when looking for studio monitors?

Neither. Most manufacturers will say that their speakers have a frequency response between 20 Hz - 21Khz. This is pointless however as one speaker may be significantly louder in the 1Khz - 5Khz range. Imagine if one speaker was up to 10db louder in that range.
So when going for studio monitors you ideally want to find one that has the FLATEST frequency response across the frequency spectrum.
Being studio monitors however, they already provide a very flat frequency response, unlike hi-fi/car speakers for example.

that makes sense, but most sites i been to with specs on monitors dont actually hav a chart representing the flatness of the speakers, do you know of any sites that hav charts over several ranges to compare?

I wish there was. Manufacturers don't post frequency response charts because it would be misleading, seeing as manufacturer A would use microphone A1 in room X to measure frequency response, while manufacturer B would use microphone B1 in room Y. It would be great if someone could set up such a test in controlled conditions, but it's damn hard to do.

wow awesome article, dont think i digested half of it lol, but will re read, i guess havin em point directly in line and on axis with ur ears is best.
At the moment im favouring the Rokit Rp6s after several recommendations, the store im seeing is offerin em at $749. Guess its best to try something u like on different sets and pick the best sounding one.
