Depends what you mean. If you're talking increasing the tempo of your OWN song then you should already be able to do this but it depends what programs you use. If so, programs such as Reason, Acid along many many others you can alter the BPM of your tracks. You'll have to be more specific

There's a program called "Soundforge" which i use myself, that can change the bpm of tracks, however there is also "Cool edit" which can be used.

Depends on how you want to do it.
Winamp has a good plugin called PitchFork(searh for it on the winamp site or google it), and will allow you to change the tempo of tracks as you listen to them. However it does alter the pitch (like turntables).
Other free software would be Mixvibes (http://www.mixvibes.com/). Download the demo, load a track, change the tempo using the pitch slider, and then record it. If you want to increase the tempo ONLY(without altering the picth), you will have to use the software mentioned above (CEP, Soundforge, etc). and use a time - scale stretch.

do you mean changing the tempo when writing a song or changing the tempo of an entire tune?
