Do you mean the needle slides across the record? If that's the case, you just need to alter the pressure on the tonearm, i can't specify what you should change it to though, as i don't have Technics decks, but someone on here will know :)

They can cost anywhere between £20 and £150 for a pair. And yeah, you can fit them yourself no problem.
If it's just your needle that is damaged, then you wont have to spend anywhere near that much, you can probably just get a replacement needle. The spare cartridges aren't of much use unless the cartridge(s) your using now is broke/worn.

TBH if you have just brought some second hand decks and the needles came with it first thing I would do is change the needles. For around £30 you can get decent enough Stantons needles Then like suggested alter the tone arm height/weight to suit the needles and then see if the needle skips etc. Makle sure the decks are sitting level (use the feet underneath to help) and on a solid enough surface.
Also If there is distortion and needles are ok make sure that audio connections are tight and polarity is correct into the amp.
What do you mean when you say about the 'sound will be at normal speed then it will go really quickly like really quickly!'....................?
