you need permission off the copyright holders..... check who owns the copyright.... be aware though that many hardcore tracks are themselves remixes (rips!) of other tracks, so the person you assosciate witht eh track might not be the copyright holder. Use google to help find copyright holders and also in some cases contacting the artists and tracing it back that way.... however alot of people won't be too happy talking about copyright if they ripped the sample illegally.
I always keep a database of exactly where i get samples and pellas from so I can sort out the paperwork fairly easily when/if the time comes.
