SMD1 by DJ Slipmatt back in '93 , still in my opinion best hhc dj and best old skool dj even though he has left the hhc scene to dj house under the name matthew nelson (real name)

I don't think it was any one person, Slipmatt had alot of do with happy hardcore starting and has a major force behind it but there are alot of other things as well.
