Thing is, these days you will rarely hear and intro or outro as the majority of stuff is just mixed. It is very sloppy but aslong as he can mix in and out with it he wont care.

I think that face in the crowd was originally on CLXH, then last minute chosen for a full track part on a HTID album and Hixxy must have put together any old sloppy outro onto it.
There's been so many like the kick only recon tracks which was odd because at that time intro's were still a key part of the next track mixing in.
Back in the day there were a few but not many with no kickdrum buildups that couldn't really be mixed in (like forever autumn remix, kaos's dario g ripoff track) but they were designed to be intro tracks and had dj friendly outro's.

It really depends what you are mixing in to. Some tracks have a very busy bass section so in that case an outro like that is preferred otherwise the mix gets too muddy as the previous poster called it. Other have a very minimal bass section where its just Drums and bass in that case a track where a melodic element keeps going in the outro is best. It's really a case of mix and match.
But I agree it can be frustrating when you have the perfect track to come next but the mix would be too boring. A thing I like to do is mark my intro/Outro and bass section and drop or breaks with hot cues so if that arises I can skip to another part of the track to make it work. This also depends on the track as some you can't do that with if it doesn't transition smoothly from phrase to phrase.
