does it like....synchronise the vocals with the rest of the song so it flows?....or what? i have no idea what it does....

Timestretching, stretches a certain sound to the length you want :) It can be used to either make a sample fit in time with a song, or if you really really stretch the sample then you can get a stuttering effect on the sample, which is commonly used with vocals :)

afaik it does this:
Strech it, adjust the pitch, match the beats.
Yeah the stuttering effect is nice when used correctly :)
